DVC AA received DAAD delegation

dvcaa-daad-delegetaionA delegation from the German Academic Exchange Services (DAAD) paid a courtesy visit to the Deputy Vice Chancellor in charge of Academic Affairs, Dr. Ernest Okello Ogwang on 2nd them was the incoming Director of DAAD regional office for Africa, Christoph Hansert, the DAAD Head of Section, Eastern Africa Cay Etzold and Dr. Helmut Blumbach.

"DAAD means a lot to us as a University and as a country. Those who have benefitted from DAAD at different levels cannot forget what it meant for them to get thus far," said Dr. Ogwang.

According to Dr. Blumbach, DAAD is focusing on Africa's capacity building for grater education especially at PhD level and is considering possibilities of a joint scholarship programme. Dr. Mukadasi Buyinza, the Director of the School of Graduate Studies, explained to the delegation that Makerere has a comparative advantage in teaching health, agricultural and environmental sciences; technology and engineering. The parties agreed to sign an MoU to streamline operations. According to Martha Muwanguzi of the International Relations Office, DAAD sponsorship to graduate students in the year 2013/14 was to the tune of UGX 192m shillings.

South Sudan appeals to Mak for Support

The Deputy Minister in the Ministry of Education, Science and Technology of the Republic of South Sudan, Hon. Bol Makueng Yuol, has appealed to Makerere University to assist South Sudan students with tuition waivers.

Hon. Yuol, leading a delegation from Southern Sudan, was meeting the Chairperson of Makerere University Council, Eng. Charles Wana Etyem, and the Acting Vice Chancellor Assoc. Prof. Barnabas Nawangwe on 22nd May 2014.

“When we opted for independence, Khartoum shut us out of many basic services. In the Independent South Sudan, we have a number of students who completed their secondary education for the years 2011 – 2013 and have not yet joined university. Many of their parents can no longer be traced due to the internal instabilities. We are coming with a begging bowl to Makerere University. We ask for a fees waiver of almost half of the current amount that students pay,” he requested.

Minister Yuol further highlighted that the country faces numerous interruptions to the normal flow of oil, a major economic resource.

In his response, the Chair Council sympathized with the situation in Southern Sudan and requested Minister Yuol to make an official request. “Given the International nature of your request, the decision needs intervention of our Government. We ask your Embassy to urgently put this request in writing through the Ministry of Education and then we shall see how to take it on from there,” he advised.

The delegation was also requested to give an indication of how many students are to be helped over what period. Eng. Wana Etyem also pointed them to the viability of soliciting support from development partners, as in the case of the upcoming MasterCard Foundation at Makerere University.

In his parting remarks, Hon. Yuol indicated that the response from Makerere University had made the delegation “breath comfortably,” adding that the biggest number of their students offer science subjects. As of the academic year 2013/14, over 100 students are enrolled in both undergraduate and post graduate programmes at Makerere University.

The delegation, promised to set up a technical Committee to sustainably handle the matter and report back to Makerere University on progress made.

Mak Launches EDULINK II PhD Training Project

The Vice Chancellor Prof. John Ddumba-Ssentamu with College Principals Deputy Principals, Makerere and RUFORUM Staff at the EDULINK II Launch on 30th April 2014, RUFORUM, Makerere University, Kampala Uganda. The Vice Chancellor Prof. John Ddumba-Ssentamu on 30th April 2014 presided over the launch of the Concerted Fit-for-purpose PhD training in aquaculture and fisheries, a project aimed at improving food security and livelihoods in Sub-Saharan Africa. The Project to be undertaken under the auspices of the ACP-EU Co-operation Program in Higher Education (EDULINK II) and has the overall objective of improving food and nutrition security through increased fish production and sustainable resource management.

The joint project between the College of Natural Sciences (CoNAS) and the College of Agricultural and Environmental Sciences (CAES) is aimed at strengthening the PhD training program in aquaculture and fisheries so as to produce graduates and staff that are fit-for-purpose. The project will rely on associate project partners like the National Agricultural Research Organisation (NARO), Uganda, NEPAD regional Fish Node and the World Fish Centre, both located in Malawi in order to harness the regional capacity to strengthen delivery capacity and enhance regional learning.

Addressing participants at the launch, Dr. Charles Masembe a Senior Lecturer of Molecular Genetics and Evolution, CoNAS noted that the PhD training project will also seek to build upon previous research that assessed the adaptation and mitigation responses of communities dependent on aquatic ecosystems. “The project also evaluated the potential of aquaculture as an innovative alternative to the declining capture fisheries, and findings revealed that fish dependent communities in the Albertine Basin were more vulnerable to the declining fish populations than their counterparts in the Victoria Basin,” said Dr. Masembe. This previous project which produced two MSc. students Ms. Alweny Salome and Mr. Ojambo Daniel was supported by a Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) Grant.

RUFORUM is also facilitating the EDULINK II Project for PhD training in Aquaculture and Fisheries and Makerere University is one of only two African Universities (the second being Egerton University) that won 3 out of the total 30 ACP-EU EDULINK II projects. The Vice Chancellor Prof. Ddumba-Ssentamu congratulated the College of Natural Sciences (CoNAS) and the College of Agricultural and Environmental Sciences (CAES) upon their excellent performance, further noting that this shows the high quality of teaching and research being conducted at Makerere University.

“I am aware that Makerere University is participating in 4 of the 7 ACP-EU academic mobility programmes in Africa (The Nyerere program) that will bring about 50 foreign graduate students to Makerere University and that we will also send staff and students to other universities across Africa. This is a clear testimony of the internationalization of our academic programmes. I thank ACP-EU for the funding and RUFORUM for mobilizing and coordinating the various universities within the Forum” added the Vice Chancellor Prof. Ddumba-Ssentamu and before proceeding to launch the project. “I am therefore privileged, at this moment, to formally launch the “Concerted Fit-for-purpose PhD training in aquaculture and fisheries to improve food security and livelihoods in Sub-Saharan Africa” programme in Uganda.”


Successful implementation of the project is expected to establish a framework for engaging national, regional and international partnerships for PhD training in Aquaculture and Fisheries Science and strengthen the institutional capacity of The Lilongwe University of Agriculture and Natural Resources (LUANAR), Malawi to host regional collaborative aquaculture and fisheries graduate training. The project will also lead to a reviewed curriculum of the PhD programme in aquaculture.

Vice Chancellor opens induction workshop: An appeal to embrace the collegiate system of governance

University AdministratorsOn 14th and 15th April 2014, College Principals, Deputy Principals, Deans, Directors and Heads of Departments convened in the Conference Hall to participate in the induction workshop organized by the Directorate of Human Resources.

According to the Director Human Resources, Mrs. Mary K. Tizikara, the two days induction workshop was aimed at sharing with participants the culture of the university, necessary guidelines, specific job requirements and critical governance issues focusing on the understanding and appreciation of the collegiate system and the roles of different offices.

Opening the workshop, the Vice Chancellor of Makerere University, Professor John Ddumba-Ssentamu thanked the participants for turning up in big numbers. He applauded the Directorate of Human Resources for organizing the induction and taking off time to select session chairs, facilitators and presenters knowledgeable on the issues to be discussed.

Professor Ddumba-Ssentamu emphasized the need for those in positions of leadership to significantly contribute to the realization of the University vision-to be the leading institution for academic excellence and innovations in Africa; understand their role in ensuring high quality teaching and learning, research and innovations; knowledge transfer partnerships and networking. The Vice Chancellor also reiterated the value of teamwork in building strong and resilient institutions.

"Teamwork should be at all levels at the Departments, Schools, Colleges, Management, Senate and Council. I am aware that we work within constrained means. However, we need to come together and not to fight against one another. This is the only sure way we can win. Together as a team, we can overcome the challenges that this University is facing," said Professor Ddumba-Ssentamu.

The Vice Chancellor's address laid the foundation for an interactive session during which Mrs. Mary K. Tizikara and Ms Josephine Opolot from the Directorate of Human Resources engaged the participants to share their expectations of the induction workshop. Drawing on the adage that learning is a continuous process, the participants highlighted that they expected to learn the following: Achieving results with limited resources; learning how the University operates; understanding the university policies; internalizing the governance structure in a collegiate system.

The submissions from participants paved the way to a captivating presentation on the governance of the University. The Session Chair, Dr. Paddy Musana invited the University Secretary, Mr. David Kahundha-Muhwezi, who is also the Secretary to the University Council to present to the eagerly awaiting audience.

Starting the presentation, Mr. Kahundha-Muhwezi shared with the participants that the University Council is the supreme governing body of the University, which also oversees the development and adoption of the University strategic plan and key policies. He explained the governance and administrative management structure as well as the roles of officers/offices in the structure. He emphasized the purpose of transforming Makerere University, to a collegiate system, which was to reform the CORE and SUPPORT functions in order to make the university more efficient.

Appreciating the fact that every leader in Makerere University,needed to acquaint him or herself with the Makerere University Strategic Plan, the Session Chair, Dr. Elizabeth Bwanga invited Dr. Florence Nakayiwa, the Director-Planning and Development Department to present to the participants. Dr. Nakayiwa shared with the participants the milestones/achievements reached so far and challenges being faced. She highlighted that since the strategic plan was adopted in 2008/2009 before the transformation of Makerere University into a collegiate institution, the participants should be champions in the processes aimed at aligning the strategic plan to the collegiate model of governance.

The Deputy Vice Chancellor (Finance and Administration), Arch. Dr. Barnabas Nawangwe who chaired the University Research Administrative Finance and Research (URAFR) Committee that recommended the transformation of Makerere University from a faculty based to a collegiate university shared with the College leadership the numerous University Policies that were crucial in the execution of their duties.

"I urge you to carefully study the university policies and use them to facilitate your work while serving others. We are all members of management. Whether you are a Head of Department, you are managing people and resources," he advised.

To crown the first day, the Session Chair, Dr. John Magero Mango invited Professor Mukadasi Buyinza, Director, Research and Graduate Training to share with the participants on research function in the university and the roles of the Directorate of Research and Graduate Training. He reiterated the need to prioritise research so as to promote a research-led university. He appealed to the participants to be part of the processes aimed at aligning the Makerere University Research Agenda to national development priorities.

On the second day-15th April 2014, those being inducted dared the generous early morning hours down pour and convened in the Conference Hall to continue with the Induction workshop.

The day kicked off with a presentation on institutional communication. The Session Chair, Dr. William Tayeebwa invited Ms Ritah Namisango, Senior Public Relations Officer to present the Makerere University Communication Direction.

Ms Namisango explained that communication is a management function. Focusing on the collegiate system of governance, she pointed out that the Principal is the Chief Public Relations Officer at the college level and as such, he/she should prioritise the communication function in the execution of duties.

"Principals, Deputy Principals, Dean and Heads of Departments are key players in institutional communication. You are leaders duty bound to communicate to your constituents. By virtue of your positions, you occupy a special position in the communication hierarchy; you are the liaison between the University Management, those you lead, and stakeholders," said Ms Namisango.

She added that communication is very broad, and as such, could not be left to an individual, although it was imperative for each and everyone to understand their role in the execution of an effective communication function.

"Where as the College Communication Office handles expert based communication, website management and content development, developing messages for communication to internal and external stakeholders, writing speeches, media engagements, supporting exhibitions, participation in profiling research and research uptake activities among other activities, they need the support of other members of staff in the college to provide information and developments in their respective fields, information on publications and breakthroughs in research and innovations."

In the same spirit, whereas Professor X may be a respected researcher, he or she needs the College Communication Office to support research uptake activities including development of messages for specific audiences, participate in research dissemination programmes such as exhibitions, media interactions among others.

Quoting the Vision for communication- To provide pro-active approach to information management and dissemination, strengthen the University's image and build good will among stakeholders, Ms Namisango emphasized that each and everyone has a role to play in the realization of the vision for communication.

She however advised the participants to acquaint themselves with the Makerere University Communication Policy so as to execute the communication function within the limits stipulated by the policy.

Mr. Frank Kitumba, Director-Directorate of ICT Support Services (DICTS) together with Mr. Samuel P. Mugabi, End User Manager, DICTS discussed the role of DICTS and the integration of ICT in the academic, administrative and support services of the University. They appealed to the participants to encourage their staff to participate in the sensitization workshops organized by DICTS at the respective units.

Legal Aspects: Dr. Damalie Naggita Musoke invited Mr. Goddy M. Muhumuza, Senior Legal Officer to make a presentation focusing on the role of the Legal Office, staff tribunal and the guiding instrument-college statute.

During his presentation, Mr. Muhumuza urged participants to always respect the advice from the legal office to avoid losing court cases. He also pointed out the need for the College Leadership to respect the law when making decisions, to always consult the legal office on relevant matters, and to always remember that staff, students and other stakeholders incase of any disagreement, there is a right to be heard.

Presenting on Administrative Law, Mr. Peter Wandera, Deputy Dean, School of Law advised the college leadership to follow the right procedures and legislation when making decisions. It is important to cross check whether you are making the right decisions and the consequences of not making the right decisions.

Audit function: Mr. Charles Baruhagare-Director, Internal Audit advised the participants to change their mindset on the audit function of the University. "Auditing is not a punitive process hence the need for the college leadership to work with the Auditors to ensure value for money and other resources, "he said..

Academic issues: The Ag. Deputy Vice Chancellor (Academic Affairs), Prof. Joseph Y.T. Mugisha explained the role of Principals, Deputy Principals, Deans and Heads as Academic administrators. He received applause from the audience when he pointed out that Heads of Departments are the chief operations officers at the college levels.

"Without Heads of Departments, we cannot talk about a college. Without them, the Principals, Deputy Principals and Deans may not function. I am glad that the Heads of Departments are here. Thank you for the great work."

Professor Mugisha appealed to the college leadership to manage the assessment, monitoring and evaluation of students' performance.

The Academic Registrar of Makerere University, Mr. Alfred Masikye Namoah pointed out that College Registrars are official representatives of the Academic Registrar at the Colleges, and as such, they report to the Academic Registrar through the College Principals. Quoting the College Statute, he added that Section 26 (a) stipulates that the functions of the College Registrar shall be the Secretary to the boards of a school, department, institute, centre and to the College Academic Board and committees.

After lunch, the participants were treated to a captivating presentation on human resource management. Dr. Julius Kikooma emphasized that today's human resource is changing face.

"Instead of a Head of Unit waiting for Human Resource Specialist/staff, the Human Resources staff should work together with Heads who have supervisory roles to manage the human resource function," he said.

Dr. Kikooma added that human resource staff should change their mindset and plan for the human resource as a business. "HR must understand the business of their organization. HR staff should understand the business of Makerere University, its vision and strategic direction."

This was followed by a presentation from the Director of Human Resources, Mrs. Mary K. Tizikara who educated participants on the role of human resources at the college level.

"HR should be a shared responsibility. Both HR specialists and line managers should work together in the execution of the HR function. In addition, particular emphasis should be placed on maximizing employee communication through out the colleges," she advised.

The aforementioned presentation led to an interactive session during which the audience asked several questions. Mrs. Tizikara together with the Heads of Sections in the Directorate of Human Resources namely Mr. Godfrey Bazanye Nkangi, Mrs. Dorah Zaake, Mr. Deus Mujuni and Mr. Sanyu Lawrence who competently responded to questions in their areas of operation.

At the end of this interactive session, one would appreciate the fact that the Directorate of Human Resources is passionate about staff welfare, motivation and career advancement, but faces challenges in the implementation due to limited funding.
